Biographical Sketch: Dr. Miltner is the Director for Women's and Infants' Services at Washington Hospital Center in Washington, DC. She graduated from the Medical College of Georgia with a BSN in 1982, from the University of Wisconsin, Madison in 1990 with a MS in high risk perinatal nursing, and from the University of Maryland, Baltimore in 2001 with a PhD and her research interests focus on the quality of nursing care. Dr. Miltner has held of positions as a staff nurse in NICU, L&D, and Mother Baby, Perinatal Clinical Nurse Specialist, and several roles in nursing administration. She is a 2006 participant in the Maternal-Childhealth Leadership Academy sponsored by STTI and Johnson & Johnson.
